Title: Director of Police & Fire Services
Matt Heins started his career at the Jackson Police Department in 1989 as a cadet. He has been promoted 5 times:
- Patrol officer in 1989
- Sergeant in 1997
- Lieutenant in 1998
- Deputy chief in 2001
- In 2007 when he was appointed chief of police
In November 2012, the City Council voted to change the City Ordinance and combined the Police and Fire Departments administratively. Chief Heins' title was then changed to Director of Police and Fire Services, and he oversees the administrative functions of both the Police and Fire Departments.
Through the years, he has taken on many assignments while working for the Jackson Police Department. He was one of the first community policing officers; worked as the Staff Assistant, coordinating training, grant applications, and licensing; was a member of the Honor Guard for 5 years; and was a member of the Special Response Team for 10 years – during 3 of those years he was the Team Leader.
Director Heins graduated from Hanover-Horton High School, attended Jackson Community College, received a Bachelor of Arts Degree in Criminal Justice from Michigan State University, and obtained a Masters Degree in Public Administration from Western Michigan University. He also is a past graduate of the Leadership Academy, Northwestern School of Police Staff and Command, and the FBI National Academy.
Director Heins’ past community involvement includes:
- Cascades Humane Society – Member since 1998; Past President
- Currently on the Jackson Community College Board of Trustees
- Elks Lodge – Past member and board member
- Northwest Jackson Kiwanis Club – Past President; Board member for 4 years
- Previous Adjunct Professor at Jackson Community College
